WinXP stops to raise the taskbar

From time to time, the WinXP stops to raise the taskbar and severely slows
down its reactions to the clicks. (The cursor on the screen is moving
normally.) Ctrl + Alt + Del runs Task Manager, but (contrary to
expectations) does not show 100% of the CPU load (usually 5 - 10%). Only
restarting can change the situation.
What could be this behavior causing? How can I be saved from this
deficiency?
