WINWORD locks IE when opening web based Word doc files

We noticed a consistent and repeatable problem with IE
locking up when opening Word Documents from our intranet
website. We have documented this problem on multiple
workstations throughout our organization and with multiple
different word documents on our Intranet site. Here is
the specific scenario that causes the problem:

We post a word document to our website which contains
internal bookmarks (or anchors) within the doc file.
Users can access the document via IE as many times as they
like without problem so long as they don't click on any of
the internal bookmarks with the doc file. Once they do,
if they go back to the website and click on the SAME Word
doc a second time their browser locks up, forcing users to
reboot in order to clear the problem.

In investigating the problem it appears that once a
bookmark with a word document is clicked, WINWORD.exe
remains resident as an active process after the browser
window containing the document is closed (either by
hitting the back arrow in IE or closing the window if the
file was launched in a new browser window). Any second
attempt to open the word document causes IE to freeze up.
To make matters more complex, if we manually end the
Winword process before clicking the document a second time
it will then work repeatedly without error.

Any assistance is determining the cause of this problem
and a solution will be greatly appreciated.

WD2000: How to Change I. E. to Open Linked Files in Word Instead of in
Browser
In Microsoft Internet Explorer, when you click a link to a Word document, by
default, Internet Explorer opens the Word document "in-place" in the Web
browser. This article describes how to open linked documents in Microsoft
Word, instead of opening them in-place.
