WINSRV ERROR

HELP! I dont know what I did, but I get theis error STOP (unable to locate
component) this application has failed to start because winsrv was not found.
Re-installing the application may fix this problem. Ok, I understand that,
but it won't let me reinstall anything, how can I get to safe mode, do
anything.
The Laptop is a Compaq 2100; it won't stay on long enough to load anything,
I have pressed F8 gotried to get into safe mode yet it will still give the
error and shut down
I have tested the hard drive and it is ok.
I need to fix this fast. Any ideas / solutions, not
websites, I've been to them, I cant run any downloads on the affected
computer. I need step by step help! Thanks!
