I went into Computer Management console to change the WINS service. We are
running Windows XP and I thought that all services should remain the same
between NT, Windows Server and XP. How do I disable the WINS service under
XP?

Start > Run
control netconnections

Right-Click on your primary network connection
Select Properties

Scroll down the list of services, protocols, etc and select:
Internet Protocol (TCP/IP)
Click Properties
Click Advanced...
Select the WINS tab

Uncheck Enable LMHOSTS lookup
Select Disable NetBIOS over TCP/IP

Click OK, OK, OK

That should do the trick.

TCP/IP NetBIOS Helper Enables support for NetBIOS over TCP/IP (NetBT)
service and NetBIOS name resolution.
*If NetBios or WINS is not implemented on your network, Disable this
service.
