Winmgmt Error

My boyfriend is having continuous pop-ups of the error:

"Winmgmt.exe has generated errors and will be closed by windows.You will
need to restart the program. AN error log is being created".

and

"You are not authorized to change CATALYST control center settings, contact
your administrator for further help."

He says it took him 5 reboots to even get onto his computer and the 1st
error pops up every 30 seconds and when he tries to type something. He has
Windows 2000 Professional and the computer was working yesterday and his
mother used the computer and got the same message while he was away so he's
not sure if she messed something up or not but he's very aggrivated and I
don't blame him. Please help him out

The catalyst error is from your ATI control panel.

Thanks but can you be more specific how to fix the ATI control panel problem?

Personally I wouldn't install the catalyst crapware. But it may be related
to the other issue. Did you fix it?

Nope....When he goes to turn off/stop the Windows Management Instrumentation
service he sees Windows Management Instrumentation and Windows Management
Instrumentation Driver. The Windows Management Instrumentation says it's
already stopped and if he hits play or anything he says "This action cannot
be done, there is no error" or something like that. He said he was going to
call tech support but I don't know if he did or not and I think his parents
are sending it somewhere today to get looked at @___@
