Insufficient detail here. What you hear is the hard
drive rotating, which tells us little. Is the monitor switched
on? Do you know its data cable is OK? You probably
need a detailed list of items to check, as published in
Mark Edward Soper's PC Help Desk in a Book (Que 2003.)

You may be hearing the fans inside the case.

Do you hear a beep and does the hard drive LED flash continually after
powering up the tower?

If it does, check the monitor is powered up. Try the monitor on another
system to see if it working. Use the same power cable that you have
connected now. If it still doesn't work, change the power cable. If it still
doesn't work, your monitor needs to be replaced.

Assuming that the monitor is ok, you should hear a beep and see activity by
the HDD LED. If you do not hear a beep or see activity by the LED, but you
can hear fans inside the tower, you are looking at replacing the mainboard

If you hear multiple beeps, either your memory or video card has a major
problem.

please explain more

can you read some text in your black screen...such stare energy ? or can you
switch to BIOS by pressing delete button ???

if you can not see anything, it is not behalf of windows XP...I guess your
hardware ( VGA card ) has problem.

best regards
