Unfortunately, it could be the motherboard, the video card, the memory, or even a shorted PCI card.
You don't say if your have a laptop or a desktop. Assuming it is a desktop:
Start with the simple changes first.
Remove all PCI cards (excluding a video) card.
Next, unplug and reseat your memory modules and try it.
If there are more than one memory module, take all out except one and try different module.
If that does not solve it, try a different video card (borrow one if possible)
If these changes to not solve the problem, you may have to replace the motherboard.
Note: Unless you find another MB of the same make and model, a new PC might be less expensive.
