Black rectangle

At random times apparently,A black rectangle appears on my screen it is fleeting i.e one or two seconds ,it looks like the Command prompt .
What is causing this ?

HP Pavilion Desktop PC
Windows 10

I wonder if you've got some application that is running something in the command prompt, I occasionally see this when I use some older software that uses a mini server on my PC. Are you able to spot anything in the title bar of the popup when this happens, as it may give a clue.

I have had a similar problem but the application froze and I had to shut down and restart.
