Windows Xp - Taskbar flashes

The Windows taskbar flashes constantly as though the
system is very busy. When you go into the task mananger it
shows nothing processing and yet it appears as though
their is a lot happening and the machine slows down.
What causes this and how do I correct this?
 
Don't know if there is any correlation, but think there
might be. Have you downloaded and installed DirectX 9.0b
lately? If so, go back to a Restore Point prior to that
installation and see if the problem still exists.
