Windows XP SP2 Firewall 'Valuename' required

Microsoft have included a pop-up blocker which works great in XP SP2, however
there is nothing in place to stop users turning the pop-up blocker off
through the Tools menu > Pop-up Blocker > Turn Off Pop-up Blocker.
This is particularly problematic in a domain environment. I think the pop-up
blocker should of been made a component of the Windows Security Centre, and
like the Windows Firewall in AD include a policy to force the pop-up blocker
on or off.

In the past I have managed to ‘grey out’ Mail and News from the IE Tools
menu by modifying the inetres.adm policy. Is there anyway I can grey out
“Turn Off Pop-up Blocker†only, but leave Pop-up Blocker Settings… in place?
I need to know the ‘valuename’ of the pop-up blocker.

The main code I used to ‘grey out’ the Mail and News menu from Tools in IE is:
