sp2 popup blocker

noticed when i turned off the windows firewall it also
shut off the pop up blocker...any tips to keep the pop up
blocker since i use a different software firewall along
with a hardware f/w....i mean i can click on explorer box
and turn the popup blocker on but it is not working unles
the firewall is on..any help?
