Pop-Up Blocker

When I select Internet Explorer the pop-up blocker is off. I turn it on and
begin surfing. The next thing I know pop-ups begin appearing. When I check
the blocker it is off once again. Anything I can do to prevent this?

I'd check my machine for the spyware thats turning the pop-up blocker off,
personally.
