XP Pro 32 bit and preventing changes to IE7

Is there a way to prevent low-end users from making changes to Internet
Explorer 7? I need to make sure that, 1) the home page remains the same. 2)
the pop-up blocker is turned on. 3) the phishing is enabled.

You forgot to tell us if these computers are on a domain or not. If they are
on a domain, you most certainly can restrict your users from doing all
sorts of things by using Group Policies from the server. If they are only
in a Workgroup, you can still use Group Policy locally on the individual
workstations. Questions about Group Policy should be posted here:
