Windows XP/SP2 continuously reboots

This is true for a normal start and for Safe Mode.
It's not a problem with Kernel32.dll being missing or damaged.
I think I know the problem but I don't know how to fix it.

I installed a program that installed what they (on their website FAQ and
forum) call "a low level access layer for storage devices" presumably
to make their program work better. Long story short, I came across
information
about this so-called "access layer" that had to do with adware/malware and
decided to uninstall their program. Unfortunately it didn't uninstall the
access
layer so I asked them how to do it and they provided a link to an
uninstaller.
I ran it but just to make sure it was no long there or active, I ran
SysInternal's
RootkitRevealer. It show that it was still there and Resplendance's
Root Kit Analyzer showed it was still active (hooked).

So I deleted the 2 .SYS files identified as part of the root kit in
\WINDOWS\SYSTEM32\DRIVERS\ and searched the registry and deleted all
keys/data/etc. referring to them. Some keys wouldn't delete and I had to
do it running regedit from a boot disc.

Apparently I didn't get it all or do it right. I obviously screwed up.
When I try booting in safe mode I get about 15 lines scrolling down the
screen composed of drivers i.e
Multi(0)disc(0)patition(2)\windows\system32\drivers\mydriver.sys
etc.
etc.
then it stops and reboots.

I guess something besides the registry wants one of the .sys files and
can't find it or can't find how to load it from the registry and reboots
hoping to have better luck the next time.

Can I recover from this without doing an XP repair Install ?
I'll run any test or supply any info that might be helpful.

Apparently the scrolling screen shows the missing drivers that you
deleted(?). You should have restored the drivers before loging-off... but
you can add them from the XP CD by means of the Recovery Console with the
ENABLE command. the following KB articles have the info you need.

No. It's displaying the files that exist, not the 2 that were deleted.
The XP CD is not going to have these files.
