Continuous Reboots

After installing a 2nd HDD, Windows did not recognize drive, which was
subsequently removed. On startup a balloon message nows appears on the
taskbar saying "Found New Hardware, Primary IDE Controller".

After about 10 seconds, the system reboots. Clicking the balloon or closing
it does not stop the reboot. A blue screen then appears saying there is a
problem and to use F8 key to reboot in Safe Mode. Rebooting in Safe Mode,
Last Known Configuration, Normal Windows all end up with the balloon message
followed by another blue screen. Powering off and restarting or reset all end
with the same result.

The system does not recognize the Windows recovery CD when it is placed in
either of two optical drives at startup.

The PC manufacturer talked me through several procedures but all were
unsuccessful. BIOS remains at the factory settings although during trouble
shooting several were modified in an effort to get Windows to stay booted.

I am considering removing the HDD, reformating it in another PC and
reinstalling Windows, but would like to avoid this if possible. Any
suggestions will be appreciated.

Please press The Flag Key and Pause/Break to bring up the System Properties.
Select Advanced and Startup and Recovery settings and untick Automatically
restart. Now when the PC tries to reboot you should see an error message
which may help.
You may also wish to try starting the PC in safe mode, if the it does not
reboot then it is probably a driver issue.

I presume "Flag Key" is the Windows flag emblem key. Pressing this key and the Pause/Break key at the Windows Welcome or at the Windows Desktop screen did not bring up System Properties. The "Found New Hardware, Primary IDE Controller" balloon continued to appear and after a few seconds a "Blue Screen" appeared with the following error messages? 0X0000007E: (0XC0000005, 0X804FA48D, 0XF7963A58, 0XF7963754)>
