Windows XP SP 3.0 setup error

I am trying to deploy SP3 for my Windows XP Prof Ver2002 SP2 but I'm getting
into loop of rebooting my laptop. I always get below error:

WIC Setup encountered an error: The system must be restarted before
installing the WIC, to allow some prior file update operations to complete.
(These operations were previously scheduled by some other install or
uninstall operation.)
2030.031: The system must be restarted before installing the WIC, to allow
some prior file update operations to complete. (These operations were
previously scheduled by some other install or uninstall operation.)

Have tried all the option like deleting REG keys or cleaning REG but in vain.
Looking for support....

Boot into Safe Mode and try the SP3 update from there.

The WIC install is the first of the chained installs for the .NET framework3.0.

From your message it appears that the WIC download was somehow corrupted. Please
redownload and install the Framework netfx3.0. That should fix this issue.

I'm not able to install any of the OS releated packages/changes. I am not
sure what the problem is.

Trying to monitor the processes though...
