Windows XP setup question

I need to know why my computer has a message upon startup
that says, "C:\WINDOWS\System32
\Tools\DelFolders.exe". "Windows cannot find it".
Thank you for any help you can give me in terms of the
significance of the message and how to correct it.
 
Would this be a Dell computer? Sounds like something Dell put in there.
