windows xp re-installed but new problems surfaced

I just recently re-installed my windows XP operating system and now I can't get my dvd-rom or my webcam to work. Both were previously working on my computer and now it says no webcam detected for my webcam and no decoder installed on my computer to read my dvd-rom movies. Can anyone please help me?
 
XP driver for the webcam and reinstall the dvd decoder software that you
previous used should solve your problems. Jym
