unable to install new USB devices

I have a Dell Dimension 051 with operating system Windows XP pro SP2
and the most recent being this week. Any NEW device, even a simple
memory storage, that I plug into any of the USB ports is detected but
not recognized. So the devices show up under "Other Devices" in the
Device Manager with a large yellow question mark and will not work.
Any attempt to install a driver for such a device fails with the
Driver Wizard either unable to find any driver.
By the way, now I have my mouse and webcam connected to USB ports and
work properly.
Do you have any idea? How can I introduce my devices to the computer?

been trying to load a digtal camera for some time now with no luck. I hope
you can get a answer.
