usb problem

Hi

I have a windows xp professional Service Pack 3 computer. When users
connectsa usb jump drive the hardware wizard asks for an
administrator password to install the usb device. It did not do this
is in the past, but it does so now.
In the local security policy the users are allowed to "load and ubload
device drivers"

any help greatly appreciated
