USB problems

When I start up the computer, it instantly reads that a USB Mass Storage
Device is currently plugged in, when there is nothing at all connected to any
of my USB ports.
I try to put in a USB Flash Drive to transfer some documents and the
computer recognizes the device, but there is no new device listed in My
Computer.
When I try to Safely Remove Hardware it successfully 'removes' the ghost USB
connection, but there is then an error within the Device Manager for the USB
Mass Storage Device option, namely Code 47
(http://support.microsoft.com/kb/310123/en-us) . It's only solution listed is
to unplug the device, which is rather hard to perform when there is no device
even plugged in.

I've attempted to plug in an USB device while the system is shut down, then
power it up to try and trick the system into thinking the plugged in device
is the one it has been seeing, but no luck there - it reads the actual device
as a second device plugged in, with no new device path in My Computer.

Can anybody help?
