Whenever I right click on the START button the FIRST time after a reboot, I
get the message 'Failed to load resource dll'. Once I click 'OK', the message
doesn't show again until the next time I reboot. Can anyone help?

Ed,

Right-click issues / errors are usually caused by third-party shell extensions. Visit http://windowsxp.mvps.org/slowrightclick.htm and look at "Method 2: Using ShellExView" and isolate the problem.
