Failed to load resource dll error

I have a Toshiba Satellite. I am using XP home edition. When I right mouse
click an icon for the first time after rebooting or startup, I get the error
"Failed to load resourde dll" I can close the error and continue, with the
icon's menu coming up. The error does not occur again until I reboot or
restart, it only happens the first time I right mouse click any desktop icon.
Please help, I have ran registry and dll cleaners without success.
