failed reinstall 'msgina failed to load'

trying to reinstall XP on my old computer. I'm having troubles that are
compounded by the fact that I'm in Japan and everything is in Japanese. My
Japanese isn't that good. I rebooted from the CD and followed the
instructions to format the hard drive with no problems. When it started
copying files from the CD it stopped at about 80% and said it couldn't copy
the file ODBC32.dll There were 3 options: try again, skip it or quit.
Trying again got me the same error so after a few times I skipped it.
Everything went normally until it was time for XP to actually start. The
computer restarted but then stopped. Roughly translated it said: User
Interface Error. Logon user interface DLL msgina.dll failed to load

There was just one option which was to restart. Doing this just brought the
same error over and over.

How can I get my computer working again? Help!
