Windows xp problem . . .or Outlook Express?

When I start my pc with a fresh boot, I can open my Outlook Express 6 and/or
Internet Exlorer, but if I shut the program down and restart the program
later, I can get online, but can't use either program unless I shut down and
reboot again. Anybody have any ideas how to change this?
~the error message I get says perhaps the wrong server, busy system, yada
yada yada, which isn't true, cuz if I shut the pc off and reboot and connect
it works.

I have done all that and I use Norton 2004, ZoneAlarm, and Spybot that are
all updated and running. This has happened ever since I got my pc a couple
of years ago, but it has just gotten on my last nerve this week. Looking
for ways to get rid of this problem. Thanks.

Maybe by rebuilding your TCP/IP protocol stack, your system would "behave".

Locate and download "Winsockxpfix.exe".

Well, I would . . .if I could, Yves, but that's over my head :)
I was hoping more along the lines of "uncheck this or delete this" . . . but
I guess there's nothing else I'm clever enough to try. Thanks anyway.

I don't have a virus or malware problem. I used to be able to go to my tool
bar and double click on IE or OE and get online, but I've finally found I
can get on by going to my LAN icon and connect that way. At least it works
and I don't have to reboot every time I want to get on the internet.
