shut down problems (wont' STAY shutdown)

Suddenly my computer (XP) keeps loading again automatically when I shut down (i'm not retarded either - I've checked to make sure its not on the "restart" option). I can't figure out how to get the damn thing to stay shut down when I tell it too. So I've resorted to hold the physical shutdown button for 10 seconds (roughly) until its safety shutoff kicks in. But of course everytime I start the computer again it says "windows was shut down improperly and yada yada". Can anyone help me with this?

Usually the reason for a computer not shutting-off is that you hav
a hardware conflict.Usually found in the pci slot hardware,try moving the
around,and/or removing one at a time till system turns off,add anything lately?
