Windows XP Pro won't shut down

I'm so frustrated I could spit.

Friend's computer. Has Norton System Works 2003 but the system got
totally messed up so we ended up reinstalling the the OS and
reconfiguring everything.

Then she installed McAfee. It wasn't automatically enabling. So we
uninstalled that and tried to reinstall Norton System Works.

THAT wouldn't run properly (also wouldn't enable the AutoProtect). So
we uninstalled that.

FINALLY we installed Hauri but we're still seeing remnants of McAfee
and Norton.

NOW my friend says that she can't do a shut down. Apparently when she
tries, it just restarts.

I'm going to try a System Restore shortly, but do you have any idea
what's going on here? Why can't she enable virus scanners? Why can't
she remove these applications? Why can't she shut down? Ahhhhh!

MS Office 2003

Thank you. I am getting close to reformatting and starting over, but I
hope I don't have to.

I just posted on the comp.virus list because none of the anti-virus
software appears to want to enable properly either. I made the mistake
of installing a new system over the old without reformatting. Tried to
save some time -- now look where it got me.

Really like the tip about the Auto-Restart. Never noticed that before.
