Windows XP Pro Startup Problem

When turning on the computer, the load screen displays for about 3 seconds
and then the computer resets itself. It keeps doing this until I turn it off.
I am able to go into the bios and all the settings seem correct. What's going
on here?

Can you boot to safe mode? If so, right click my computer > properties >
Advanced > settings under startup and recovery > untick 'reboot on restart'.
Post the exact error here.
