Windows xp over windows 98

Windows 98 failed on my computer and the windows 98 CD is
scratch so I purchase windows XP. Formatted the hard disk
and installed windows XP everything seem to go ok until
the computer restarts it self and tells me that the
hal.dll is missing or corrupt. I have try to reinstall and
used the reboot.cfg but this doesn't seem to work.

Any advice please help i'm missing out on halo online
