Windows XP Media Center - Screen goes blank after booting up

I posted this topic earlier, however I have tried several things and wanted
to start again. When the laptop boots up the desktop appears. After a few
seconds it blinks a few times and then all the icons go away, but the
background stays. I can function through task manager only. The explore.exe
process is not running, when I manually start that process the desktop comes
back for a few seconds and then the process stops and it goes away.

I have already tried the following:
Download latest updates and patches
Run 2 different virus scans (AVG & Symantec)
Run 2 Different spyware utilities (Spybot & Ad-aware)
Tried to run SFC but it wants the XP Pro CD2 disk which doesn't seem to exist
I have also run the registry script that trys to correct the toolbar issue.

It did not work. The desktop only shows up after I type explorer.exe and it
blinks on and off a few times them goes away completely. Something is
stopping the explorer.exe preocess from what I can see.
