everytime i start up windows it loads up then just restarts again. i trid
every spyware, adware programand cleaned up everything. i did a virus scan and
nothing came up. the only way i could go on my computer is on safe mode. a
blue screen comes up in the beginning saying that a hardware wasnt installed
properly and to restart the computer but i havent installed any hardware.

Startup in Safe mode. Then right-click My Computer and go to Properties and
then Advanced. Under Startup and Recovery hit the Settings button. Now
uncheck 'Automatically restart'. This will keep the computer from
restarting but now you'll have to find out what's causing the errors.
Checking the Event Viewer may tell you what's going on.

Use msconfig, startup and disable the startups. Since you had spyware and
removed it, still, the damage may have been done. If so, perhaps a
repair install is in order.

ps that's whys it's best NOT to install spyware in the first place. As
even if you remove it, ie the spyware files, anti-spyware apps WILL NOT
and CANT, repair any damage they may have caused.

i disable startup but it still does the same thing. last night it booted up
without restarting but then the power went out this morning and im having the
same problem

It said hardware problems!! So why are we looking at "Startup Programs"?

Check device manger for problems!!!

Did you go to device manager?

There aren't any devices with red/yel marks in front of them?

have you run chkdsk /r to make sure there are no errors on HDD?
