Windows XP Installer error and Quicken 2005?

Basic info:
3 year old Sony desktop, WinXP home, newly reformatted, recovery disked back
to original install and all windows updates installed. Also installed MS
Office XP and Outlook 2003 and Eudora. Windows Installer Cleanup has been
run. Windows Installer Service is Started and on Manual.

Question"
The Quicken install stops at needing "mfc70.dll", which is where it should
be in Windows/system. It is not corrupt, as I have replaced it. All of the
Help files take me to the KB article on Common Installer Fixes (error 1603),
and I have done all of the fixes described..

I am installing Quicken on a second machine from the same disk I installed
from on my first machine. I also borrowed a friend's disk and that install
stops at the same place, so the problem is my machine. The problem is not
with the Quicken disk, so that leaves Windows Installer. I upgraded the
Installer to 3.0, even though I think it is supposed to be in SP2. I still
get Error 1603, cannot find mcf70.dll. Even though mfc70dll is, in fact,
available and not corrupt.

Does anyone have any idea at all what I cando to make Windows Installer work
with Quicken 2005?

My system (XP Home SP2) shows this file to be in the c:\Program
Files\Quicken folder - version 7.0.9466.0, and in the c:\windows\system32
folder - same version, different date - not in the \windows\system folder.
If you do have one in the \windows\system folder, I suggest that you delete
it and make sure that the version you have is the same as above.
