windows xp home edition trouble

ok im getting very mad i have a emachines and had a hard drive crash i
replaced it and i reinstalled windows xp and emachines restore disk it works
fine but one problem NO START MENU i tried to go under controll panel and
click on start menu and task bar settings didnt work i used these keys to
pull up a program check thing alt+tab and i saw that the start menu and
taskbar setting was open but its invisableish i cant see it only on the
alt+tab i need help its hard to work without start menu

Does the Taskbar and Start appear, if you would the mouse to the bottom
of the screen?
