Windows XP hangs during start-up

I need help, when window XP boots up, it goes to a
black screen and it hangs for a good 30 to 45 seconds,
also I noticed that when the window XP boot screen first
appears, it is real faint for about 5 second and then
goes to its normal bright colors.
My Internet explorer is also slow and I noticed this
just after the windows startup hang.
I just recently reloaded my compluter. Windows loaded
fine and I think everything was fine until I loaded
miscellanous system items. I think this problem started
when I loaded the program for Microsoft wireless
intellimouse and Norton Internet security.
I have what dated all my programs, and updated drivers.

This is what I have
Window XP home edition w/SP1a

Motherboard: ASUS P4s800 w/latest Bios
CPU: 2.6c GHz 800MHz intel cpu
Memory: 1GB Memory PC3200
Lan Card: SMC 1211tx 10/100
Lan Card: RTL8139 10/100 (Asound)
Video: ATI RADEON 9200 256MB
Sound: Creative AUDIGY 2 Platium
Harddrive: Maxtor 120GB and 60GB
CDROM: Pioneer DVD-105
DVR: Pioneer DVR-105a
Mouse: Microsoft intellimouse wireless

Since Norton is known for having "side effects," can you uninstall it and
reboot?
If it makes no difference, you may want to do the same with your mouse.
