Window XP hangs during start-up

I need help, when window XP boots up, it goes to a
black screen and it hangs for a good 30 to 45 seconds,
also I noticed that when the window XP boot screen first
appears, it is real faint for about 5 second and then
goes to its normal bright colors.
My Internet explorer is also slow and I noticed this
just after the windows startup hang.
I just recently reloaded my compluter. Windows loaded
fine and I think everything was fine until I loaded
miscellanous system items. I think this problem started
when I loaded the program for Microsoft wireless
intellimouse and Norton Internet security.
I have what dated all my programs, and updated drivers.

This is what I have
Window XP home edition w/SP1a

Motherboard: ASUS P4s800 w/latest Bios
CPU: 2.6c GHz 800MHz intel cpu
Memory: 1GB Memory PC3200
Lan Card: SMC 1211tx 10/100
Lan Card: RTL8139 10/100 (Asound)
Video: ATI RADEON 9200 256MB
Sound: Creative AUDIGY 2 Platium
Harddrive: Maxtor 120GB and 60GB
CDROM: Pioneer DVD-105
DVR: Pioneer DVR-105a
Mouse: Microsoft intellimouse wireless

First question: Why 2 NIC's?
Second question: are either of them not hooked up?

If one or both of your NIC's aren't connected, XP will attempt to gain an IP address from a dhcp server by default and will not
continue booting until it gets one or the operation times out. The resolution is to manually set an IP for each card or disable them
in device mangler.

When you see the color of the very first boot logo going from faded out to
bright, your display drivers that you use in XP are kicking in. As far as the
slowness, don't forget that a recent reinstall will need a round of defrag or
two to get the files optimized again. If still slow, try disabling your startup
programs and then test startup. If significantly faster, start adding those
things back in to startup one at a time and test again.

Question? Why does your system have two LAN cards? One for internet sharing
and one for the local network? Is the network working smoothly? Folder
Options> View has a setting to check for networked drives and folders at
every startup. May want to try starting without that option.

There is two NIC because of the Home net work, This is the main
computer that allows four other computers to use the internet. The Rlt8139
is the home network and the SMC connects the cable internet. all the other
computers run fine.
Checked both NIC cards, no conflicts noted.
