If I enable the ICF that comes with XP, does that provide
sufficient security for my computer, or is a Firewall
from Norton or McAfee preferred?

It depends - what are you intending to secure, and from what?

ICF is certainly sufficient to prevent many of the most common and most
damaging attacks. I've installed it at a neighbour's house, and they
haven't noticed any difference, except for the total absence of Messenger
Service spam.
