Will Windows XP SP2 built in fax able to send a fax to a
regular fax machine? As long as I have the number for the
fax machine?

Yes, if you have a fax modem and a telephone line.

No. You're obviously not smart enough for that. For folks like you it
will only SIMULATE being a FAX machine.
