Windows XP Embedded Feature Pack 2007 not Upgrading

I installed the windows XP embended SP2 and worked with it
now i am trying to install Windows XP Embedded Feature Pack 2007

but the windows installer reprorts this

The upgrade patch cannot be install by the windows installer service because
the program to be upgraded may be missing or the upgrade patc may be a
different version of the program.
Verify that the program to be upgraded exists on your computer and that you
have the correct upgrade patch

Please make sure you installed the Windows XP Embedded SP2 Tools and not
only the SP2 database.

You should be able to install FP2007 tools if you have SP2 tools installed
correctly.
