Problem installing Feature Pack 2007 CTP Build 1

When I try to do step 2: Tools Setup it says:

"The upgrade patch cannot be installed by the Windows Installer service
because the program to be upgraded may be missing, or the upgrade patch
may update a different version of the program. Verify that the program
to be upgraded exists on your computer and that you have the correct
upgrade patch"

I have Windows XP Embedded Service Pack 2 installed as well as all of
the QFE Updates.

Has anyone else seen this?

Quentin, this error message is seen when SP2 tools update is not installed.
It is possible that you installed the SP2 database update but did not
install SP2 tools update. In order to verify the version of XPe tools on you
computer go to Add or Remove programs, the program name for SP2 tools should
read "Windows XP Embedded Tools SP2 Update".

If you do not have SP2 tools installed, please install the SP2 tools update
and then proceed with FP2007 tools setup.
