Window Installer

I was trying to re-install a program but I did or thought I install it first
before I've tried. This message came up and I'm not sure what I'm doing
wrong. Can anyone help me on this? I have a Window Vista.
"The upgrade patch cannot be installed by the Windows Installer service
because the program to be upgraded may be missing, or the upgrade patch may
update a different version of the program. Verify that the program to be
upgraded exists on your computer and that you have the correct upgrade
patch."
And I also got another message stated "The certificate file is missing or
has been corrupted. Please re-install it"
I'm confuse. I thought I install it. What am I doing wrong?

Try uninstalling first? If it won't uninstall from the Contol Panel, you
might want to try the Windows Installer CleanUp Utility:

warning: Warning The Windows Installer CleanUp Utility is provided "as is"
to help resolve installation problems for programs that use Microsoft
