Is there a simple way to create menus on the XP Desktop without installing
additional software? Something like a folder of shortcuts on the Desktop
that displays a flyout menu of the shortcuts it contains when you mouse over
it.

Couldn't you create a folder with a name, fill it with shortcuts and then
create a shortcut on the desktop to open it?

First off, with the following method, the folder structure has
to already exist. An example of this would be a folder you have
within your Favorites folder or on the Start Menu. What you can
then do is create a new toolbar on your Taskbar that points to
this folder and then move the toolbar off the Taskbar and dock
it on your Desktop.

Here's an example using the Favorites folder as a target.

Right click an open spot on your Taskbar at the bottom of the
screen.
If there's a check mark next to "Lock the Taskbar", click on it
to remove the check mark.
Right click on the Taskbar again and move your mouse pointer up
to Toolbars.
Select New Toolbar from the menu that pops out.
In the New Toolbar dialog, click on the + signs to navigate to
the folder you want displayed. In this case it's My Computer ->
C:\Documents and Settings\YOURACCOUNT\Favorites.
Once you've selected the correct folder, hit the OK button.
You'll now see an entry on your Taskbar for this item.
With all open windows minimized, click on this new toolbar.
The mouse pointer should turn into a four headed arrow.
While holding down the mouse button drag the toolbar off the
Taskbar and onto you Desktop.
Park it wherever you want on the Desktop.
On the toolbar, move your mouse pointer to the bottom of the
box until it turns into a double headed arrow.
Click and hold down the mouse button while you drag the bottom
border up as far as it will go.
At the bottom of the toolbar, there should be a double headed
arrow pointing to the right.
If you click on this double headed arrow, you should see a drop
down menu that contains the flyout menus for each of the
folders contained in your Favorites list.

Keep in mind that you can do this for any folder on your
computer. It's up to you to populate that folder with the
correct shortcuts you want to see displayed on the Desktop
toolbar.
