Start>Run - then type in "dialer" - without the quotes? If that brings up the Phone Dialer and you need to use it a lot, you can create a Desktop shortcut by:
Right clicking on the Desktop, selecting New>Shortcut and then typing or copy/paste the following into the first screen:
C:\Program Files\windows nt\dialer.exe
Alternatively - you can navigate to the C:\Program Files\windows nt folder in Windows Explorer, right click on Dialer.exe and select Send To>Desktop (create shortcut).
