Windows XP boot image from CD

Is it "legal" (ie, allowed by Microsoft) to extract the
boot image from the XP CD for using in the process of
making a SP slipstreamed CD?

This is recognized as a valid method for creating slipstream CDs, I would
think not but you would need to confirm with MS.
