windows will not shut-down

when i shut down my computer windows displays,windows is saving settings,then,windows is shuting down.then the wait is on and to no avail.so i have to shut down the main power switch in the back of the machine.ive checked all my power settings and every thing seems to be normal.any ideas were to start or look first.can installed software hang-up windows after settings have been saved and it displays, it is shutting-down.or is the problum deeper in dos. thanks john
