Windows want boot up

I have a computer which would not take Windows XP2 update. The update locked
the computer up. I tried to restart the computer, shut down the computer with
no luck. Here's were I screwed up ( turned the power off).

Now when I restarted it went through the bios page, Windows XP Home page,
then a blue screen comes up with this:
-- STOP: c0000135 {Unable To Locate Component}
This application has failed to start because winsrv was not found.
Re-installing the application may fix this problem.

I can not get past this page I've tried the safe mode (blue screen), put the
OS disk in(blue screen) with no luck. I need your HELP!!! please.

I used kb/885523 resolution with no luck. The Dell 4600 does not have a
option in F8 to disable automatic restart on system failure. So I still can't
get past the blue screen message on boot up.

Any ideas welcomed.
