I've found a site that is selling the following
Windows Vista Ultimate Sa 32-bit Disk Kit Upg DVD
for £18.40
I was wondering what does the SA part stand for and how legal it is to
purchase this upgrade, also will this involve downloading the DVD and
burning it or will it mean a genuine MS DVD?

I would imagine it's entirely legitimate at that price. Where did you find
it - in the Microsoft Online Store?

No legitimate third-party web site can offer Windows Vista
as a download. In addition, Windows Vista will not be
available for purchase until 01-30-2007.

SA - is Software Assurance. It is an add on to certain volume license
agreement that allows you to continuously upgrade to the next version
of a product.

The disk you see for sale is just the media - you would be expected to
have your activation keys as part of your volume licensing agreement
with Microsoft and you have purchased SA as part of that - so this is
just a media pack and of little use to you as an end use unless you
are a volume licensing customer with the SA benefit.
You have always been able to buy additional media from certain
distributors.
All volume license operating systems are upgrade only.

No it will not be a download and yes it is a genuine Microsoft DVD for
use by volume license customers with software assurance.

SA is short for Software Assurance, which is a Microsoft licensing program.
This sounds like a way to buy media to use with your volume license keys.
It's just the upgrade DVD. You'd still need to buy a license key from MS or
a volume license VAR. (Which would be significantly more than £18.40.)
