Windows Vista: error 1719!! Help!

My OS: Windows Vista Home Premium ,genuine

I have a "Error 1719 ,Windows installer service could not be accessed"
message when i try to repair or uninstall some programs such as Acdsee or
Office2003. These programs were all installed in my C: drive. But this
message appears when i want to uninstall or repiar them,even I tried to run
the installation exes as administrator. There is no problem intalling all
programs.

I have tried the solutions given by microsoft
(http://support.microsoft.com/default.aspx?scid=kb;en-us;315346), nothing
worked.
the registry is all correct.

I can think of nothing else to try (other than a re-install of Vista). There
seems to be a problem with either MSOffice or .NET breaking the MSI service
and it is affecting thousands of users but Microsoft are silent. Please can
anyone help me, as I cannot install any programs that use MSI? I've spent
weeks trying to solve this problem and, after having spent a lot of money on
Vista, it looks as though I'm going to have to revert back to XP. What's the
use of Error Numbers if Microsoft won't tell you what to do about them?

Jane, I tried that but the Catch22 is that one cannot install the CleanUp
Utility as it uses the MSI system and one gets the dreaded 'Error 1719' when
one tries to install it! But thanks for the suggestion - any more ideas
would be welcome.

I've been struggling with this for three weeks now and the only solution
seems to be to abandon Vista and go back to XP but I'm loath to do that
because I've invested so much money and effort in trying to get Vista to
work. On the other hand, I've not found anything in Vista that makes it any
better than XP, so perhaps I should cut my losses and go back to XP.

have you tried to go msconfig > services > disable all > check the windows
installer. restart. this will allow you to install.

Tom, I tried disabling all the services, as you suggested, then checking the
installer and restarting. I'm afraid it seemed to throw the whole system and
finally resulted in a message saying that my copy of Vista was not genuine -
which it certainly is! Re-enabling all the services and rebooting solved all
the problems - Phew! I then re-tried to install the Installer Cleanup program
but got the same 'Error 1719' message, so your suggestion didn't work. Thanks
anyway for taking the time to try to help.

Peter, I'm running Office 2003 and Word is not my email editor. But you
might be right - lots of people have laid the blame for this error at the
door of Office installations. So I might try to delete Office (I can't
uninstall it because the MSI is broken!), tidy up the registry and see if the
MSI works. Thanks for your interest in this subject.

Sometimes re-running the Office setup program from the CD will repair it
enough to give you the ability to uninstall.

NotMe, your idea runs into the Catch22 problem - I tried, from the original
CD, to Re-install, Repair and Uninstall but all three bumped into the dreaded
'Error 1719'. There is no way I can install or uninstall anything at all!
Unless someone comes up with a better idea, I'm going to simply delete Office
and tidy up the Registry - this seems to be the only way to get rid of it.
One problem with this idea is that if the MSI problem remains (i.e. it wasn't
the Office installation that messed up the MSI) I won't then be able to
reinstall Office, and I really need it! Thanks for the idea, anyway.

any resolution to this problem yet? I'm in the same boat with the 1719 error,
unable to install anything. tried the solutions mentioned above already? yes.
I've been trying to solve this issue on my own (with the help of of the
KB/315246 page at MS support to no avail) for the past three weeks, and it's
driving me crazy!

god i hate being an un-willing participant in BETA-testing!

KB is #315346 - did you note the following statement? "...Note Because
there are several versions of Microsoft Windows, the following steps may be
different on your computer. If they are, see your product documentation to
complete these steps. ..."

The KB does not list as being specific to Vista.

yes, i noticed that. supposedly it would not be necessary to run the
regserver, as the MSI is supposedly self-healing.

....Unless it's alltogether dead, i guess. perhaps a corrupt MSIexec or
msidll file?

this came pre-installed, and the accessory disc that came with the laptop is
labeled as an "Upgrade" disc... would I use this to make a clean install if
it comes down to it?

Admittedly I have not looked in the disc yet, trying to avoid having to
"make clean", but i guess if it comes down to it i'll have to, yes? what a
FPITA!

I get this error as well with Vista Ultimate, I installed it as an upgrade
over Windows XP Professional. Trouble is that I can't install anything now
using MSIEXEC. I tried starting it manually from Computer/Manage/Services and
Applications/Services and I get the error "Windows could not start the
Windows Installer service on Local Computer. Error 998: Invalid access to
memory location".

I tried reinstalling Office 2007 but of course I can't because the installer
won't work...

Anyone come across a fix for this problem?

Where are the MVPs on this? Actually, I am pretty sure none of the MVPs have
any
idea of the cause or fix. I think we need some actual MS Engineers to chime in

I have the same problem as these other nice folks and NONE of the posted
fixes makes the slightest difference. Vista Ultimate, installed clean.

I do have Office 2007 but the installer has worked since I installed that. I
believe this problem appeared with a hotfix issued a month or less ago. I am
tempted to start uninstalling Windows Updates and see if it magically starts
working again.

What really bothers me is that I CAN install a large number of programs that
don't use the msi format. What the hell is so different that one works and
the other doesn't?

Ok, I figured out what is causing this on my PC. It turns out that it is
called by a service called Iolo DMV Service that is started automatically
when Windows boots. This service was installed as part of System Mechanic 7
and even though I had removed System Mechanic it was still there as part of
the start up. i disabled this service in Computer/Manage/Services &
Applications/Services and Windows Install now works fine... hope this helps
you as well.

First off, I would never install System Mechanic (for reasons I won't
go into)

I went back and re-read the earlier posts and:
MikeH, I could have written the identical post to yours!
Your experiences so closely mirror mine it is scary.

I really don't want to re-install this thing - the whole point is, it
SHOULD BE FIXABLE.
If installer 4.0 was a standalone like XP's was ...

I have application logs full of data if someone from MS would actually
show any interest!

My computer was unable to do error checking (chkdsk) and errors began to
accumulate. System restore did not go back far enough to restore this
function. System File Check identified a corrupt system file "autochk.exe"
that sfc was unable to repair. Instead of doing a clean install, I was able
to do an Upgrade Install that preserved my programs, devices, settings, etc.
(see John Barnett Windows MVP).

I wanted to replace my corrupt system file with a good one from the Vista
Install DVD without having to do a complete install, but was unable to do
this until now. From multiple sources including contributors on Vista
Communities, Windows IT Pro, How-To Geek, and Vistax64 Forum, I have put
together a tutorial on how to access files from your Vista Install DVD that
you can use to replace corrupt files in your OS. See the link below:

System File Check will identify corrupt system files that it can't repair
(see CBS.log). You can replace your corrupt files with good copies from the
Vista Install DVD. Many thanks to those who contributed to this solution.

I'm having the same problem and spent 6 hours yesterday trying to sort it out.
I tried all 10 solutions and nothing worked for me.
It's not possible to install/uninstall anything including cleaning tool.
System restore is not an option(this is pretty sloopy OS if it is the only
way to sort problems).
I am really dissapointed with Vista(having so much trouble with games and
Visual Studio 2003 and 2005 which were made by the same company and they
aren't fully compatible with OS, what to expect for products which weren't?)
and wouldn't even try so hard if I didn't have to pay for it and now I want
to get something for spent money. System recovery is useless.
I can't believe that MS didn't make Windows Installer 4 available for
download, so we can resolve this kind of issues.
I'm thinking about reinstalling Vista(which would take another whole day),
or returning back to XP again.
Visual Studio is THE only thing keeping me from taking on LINUX path.
