Windows Installer Service could not be accessed

When I try to install programs I get the error:
"Windows Installer Service could not be accessed. This can occur if you are
running windows in safe mode or if the windows installer is not correctly
installed".

I am running Vista x64 and have downloaded Windows Installer 4.5 hoping that
this would fix the problem, but unfortunately it did not. I now have 3
programs I cannot install - one being a Microsoft program. On the Microsoft
program I got "Error 1719" before the above text.

Can someone please come up with a solution for me?

I have the same problem and have already followed the guidelones on that
page. At least one package (iTunes) goes to 90%+ complete and then complains
it can't access the installer eve though obviously it has been running all
along. I have downloaded and istalled the latest 4.5+ version.

Services shows the process unning and if I type msiexec a dialog with
command line options comes up. I did the registry update suggested in the
article but it didn't fix anything. Very annoying and potentially dangerous
that I cannot install anything that uses the Windiws installer.

Any other suggestions?

I have seen that article and tried some of the methods even though they apply
to XP, not Vista, but with no luck.

I havge trie both 32 and 64 bit programs and none install that need Windows
Installer.
