Error 1719

I have a client that is trying to install Quickbooks 2008 on a Windows XP Pro
x64 computer. When she runs the setup.exe and goes through the initial
install steps, she receives a message that says "Error 1719. Windows
installer service could not be accessed. Contact your support personnel to
verify that it is properly registered and enabled." I have tried following
the steps in KB 315346. However when I try and boot into safe mode, I am
unable to boot into safe mode even though I am pressing the F8 button.

Any thoughts on how I can fix the Windows Installer service?

Try the other suggestions here:

Why can't you boot in safe mode? What happens when you try? Is it
because the F8 key doesn't bring up the Safe Mode menu options? If that
is the case you can add a line in the boot.ini file that will add the
Safe Mode option to the boot menu, or you can use the msconfig utility
to enable safe mode boot.

Are you trying to install a 32 bit program on a 64 bit operating system?
