Windows Updates inaccessible

Following a recent Windows Automatic Update, I have a RedX Windows
Security Alert in my System Tray advising me that the Updates feature
is turned off. Control Panel/System/Automatic Updates show the
feature is turned on. I am now unable to access Windows Updates in
any way. System Restore appeared to succeed briefly but then
reverted back to showing the RedX.
